司嘉丽
德国国际合作机构(GIZ)总监、一带一路倡议特别顾问
司嘉丽博士是一位资深高级国际律师，在新兴市场国家有多年工作经验。2011年起担任德国国际合作机构(GIZ)全球伙伴关系与新兴经济体部主任，主要负责G20与一带一路倡议，并直接向董事会汇报。2005年到2011年出任德国技术合作公司驻华首席代表。司嘉丽博士长期在亚洲工作，对全球治理了解深刻，同时对中国的政策设计和制度背景有全面的理解。司嘉丽博士在德国哥廷根大学取得国际环境法博士学位，并多次获得奖学金及奖项。
Astrid Skala-Kuhmann

Dr. Astrid Skala-Kuhmann is an international lawyer in a senior-management position with many years’ experience in emerging markets. Since 2011, she has been serving as Director of the Department Global Partnerships – Emerging Economies in the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. She is presently entrusted with a special task in the context of G20, Belt and Road Initiave processes reporting directly to the board. Previously, from 2005 to 2011, she served as the GIZ’s Chief Resident Representative and Country Director in the P.R. China. She has long-term experience in Asia, in-depth knowledge in global-governance issues as well as a comprehensive understanding of Chinese policy-making and framework conditions. She holds a Ph.D. in international environmental law from the University of Göttingen, and is recipient of various scholarships and awards.
